As part of the EKUAL Project led by TÜBİTAK ULAKBİM, a “Read & Publish” agreement covering both access to academic content and the publication of Open Access (OA) articles for the 2026–2028 period has been signed with Oxford University Press (OUP).

Under the agreement, EKUAL member institutions:

will be able to provide access to Oxford Journals Online.

will be able to utilize an annual OA article publication quota in accordance with the criteria for Hybrid and Full Open Access journals included in the Oxford Journals Online 2026 journal collection.

The quota distribution by year is as follows.

2026: 400 Articles

2027: 408 Articles

2028: 416 Articles
